The society holds some kind of feeling of superiority because of their freedom, emancipation, and safety coming from a Vault The leader is a black woman, seemingly emancipated Vault City however is a criticism of the United States: Of course the Enclave being villains is anti-fascist, but that's not a big deal.
I don't see as much politics in this game as anyone else does, but I know Fallout 2 went to certain lengths.
